How to change photo album visibility on Google+, desktop version

★  Go to the Photos tab.
★  Click open the album.  
★  Next to the album name is a pen icon, click on that to edit the album properties.

Under the album name, above the photos in it there is information in grey: Those are also links.
The number of photos is first, then comes the privacy setting: If the album is Publicly shared or not.  Click on that and you can change the visibility here, too.

You can also disable sharing and get a link to share the album outside Google+: Just remember that someone can reshare that link...

On mobile you can change visibility only by sharing the album.
