Time to Try the Stick?
The carrot dangled before all of the world's megatech companies (Google, Facebook and Twitter) was that global usage and billions of users would make them iconic brands people loved and people loved to use. It hasn't really worked well in terms of how they have positioned themselves or created an environment conducive to social goodness.
Where a carrot is offered a stick is never far behind.

Maybe we need background checks before someone can have access to the internet.
