Who is responsible for a child conceived by means of a forged signature?

There is all sorts of ugly about this story. Bringing a child into this world is a two person thing. So.... is there a difference between rape and such an act as this? Both are about power... One is saying "I shall have sex with you against your will", the other is saying "I don't care what you want, I shall have your child, and you don't get to have a say in it."
In this MeToo age, this kind of story does a lot of damage. And lives are drastically altered because of it. What's your take on this?
