I do occasionally, but I always do it through Circloscope now! Circloscope acts like a filter and allows you to import multiple circles at once to remove overlap. You can also filter so you only see the people that you don't already have circles, remove all blue heads, make sure the people are still active on Google Plus, and even check it against a "black list" if you have one created so you don't accidentally add people that you do not want to have in your circles.
